Standardisation activities for Smart and Sustainable Cities

Our project partner Hellenic Organisation for Standardisation – NQIS/ELOT is the sole national body in Greece responsible for the elaboration, approval, publication and distribution of Hellenic Standards. The elaboration of standards is entrusted to ELOT’s Technical Committees and Working Groups, in which interested parties from both the Public and the Private Sector are represented, in order to achieve maximum possible consensus among them. In this framework, ELOT operates more than 190 Technical Committees and Working Groups, members of which are more than 1100 distinguished Greek scientists.

In this article ELOT summarizes the standardisation activities at national, European, and international levels that concern mainly technological and managerial issues of smart and sustainable cities.

The standardisation efforts for the Smart and Sustainable Cities (SSC)  are expanding following the commitment of national governments to UN AGENDA 2030 and Sustainable Development Goals.

Standardization  bodies can play an important role for the successful deployment of  SSCs, as they provide a base for interoperability of equipment and networks , risks limitation, common framework and consensus among  stakeholders, i.e. administrations and public authorities, city residents, vendors and service providers, third party organizations and academia.

In this article a summary of  the standardization activities at national, European, and international level are presented.

Standardisation at National level

In Greece the National Standardisation Organisation (ELOT) has established  two working groups named ‘Smart and Sustainable Cities’ and ‘KPIs for ICT in SSC’  for the preparation of the national standard ELOT 1457 ‘Sustainable Development of Communities – Reporting and Indicators of sustainability performance’.

Standardisation at European level

The European Telecommunications Standards Institute (ETSI) is the European standards body dealing with telecommunications, broadcasting and other electronic communications networks and services. Related standardization documents:

  • ETSI TS 103 463-2 Global KPIs for Sustainable Digital MultiService Areas
  • ETSI TR 103 536 SmartM2M; Strategic/technical approach on how to achieve interoperability/interworking of existing standardized IoT Platforms

Industry Specification Group ‘Context Information Management’ (ISG CIM)  GS CIM 009 for NGSI-LD API.The CIM API allows users to provide, consume and subscribe to context information in multiple scenarios and involving multiple stakeholders. It enables close to real-time access to information coming from not only IoT data sources.

GR CIM 002 discusses the concepts which are foundational for Cross-Cutting CIM (C3IM) and their application to a selection of Use Cases from the domains of Smart Cities, Smart Agrifood and Smart Industry.

ETSI Industry Specification Group ‘City Digital Profile’ will develop a standards-based framework and corresponding technology roadmap that will enable city administrators to be able to deliver advanced services to their citizens.

The 3rd Generation Partnership Project (3GPP) with the  Rel. 16 is also focused on functions for smart cities, ETSI TS 122 261 V15.8.0: 5G; Service requirements for next generation new services and markets.

TheEuropean Committee for Standardization (CEN) has established recently the CEN/TC 465 ‘Sustainable and Smart Cities and Communities’. CEN/TC 428  ‘Digital Competences and ICT professionalism’  has published EN16234-1: DevOps expert role  

Standardisation at International level

The International Organization for Standardization (ISO) has established the ISO TC268responsible  for thestandardization in the field of SSC.

ISO/CASCO/JWG 50  CASCO works on issues relating to conformity assessment.

ISO/IEC JTC1 is working on a program intended to establish a reference framework for smart cities.

Focus Group on Smart Sustainable Cities  and  ITU-T Study Group 20

  • ITU-T Y.4201: High-level requirements and reference framework of smart city platform
  • ITU-T Y.4901/L.1601: KPIs related to the use of ICT in SSC, ITU-T
  • Y.4902/L.1602: KPIs related to the sustainability impacts of ICT in SSC
  • ITU-T Y.4903/L.1603: KPIs for smart sustainable cities to assess the achievement of sustainable development goals

The International Electrotechnical Commission (IEC)  has established the:

SyC Smart CITIES for  the development of standards in the field of electrotechnology to help with the integration, interoperability and effectiveness of city systems.
